for factions I'd go with 1.8.8 or 1.7.10 depending on if it is Factions or HCF. Survival I'd go with 1.13.2, though 1.14 comes out next week so I'd just wait for 1.14 instead of using 1.13.2

hmm, I am confused on what to do. I had survival 1.13.2 server for quite some time and it did very well, but then everything went down hill and I closed it. Now I want to revive it by adding factions and some other features. I am willing to recreate everything on 1.8.8 if it's beneficial, but I am not sure...
