Well, yes; But those are snapshots, basically, if they happen to take a look when the server is ticking vs when it's sleeping between ticks, that's going to show a different issue, load average is more important here, and it shows that that chart is actually likely accurate; if you're having performance issues, you more wanna look into timings/profiling, CPU usage isn't really an indicator of what is going on
