With a Spanish and Turkish keyboard (Jazzy's experience) can't switch with any combination of keys, including the Alt + ~, and Control or Alt Left keys. Personally, I change the language of the Windows (see the image: Inglés (Estados Unidos) --» English (United State)) and still cant switch the chat. The keyboard image is a Spanish keyboard. Sometimes some keyboards change a little, but essentially is the same. If matter, I use ESP LAA (Español Latinoamérica) windows language.
Even more, when I press Alt and open the menu I can switch the chat mode in the menu but it doesn’t actually apply to the chat itself.

This is just a work around for now. This is how to change chat using navigation which is how you do it with a Gamepad.

You have to be in a match with Teams to Team chat.
Base Camp will always use World Chat.

quick question, did you change the navigation mode from the menu? Because that’s not my issue. I can navigate normally, but in the chat it doesn’t match what’s set in the menu. It might show Team in the menu, but the chat still shows World, and that happens to me in online matches.

i think so. I remember when I started the playtests I accidentally switched the chat to Team and stayed like that for a few days without being able to fix it, and then it fixed itself and went back to World. After that, I was never able to switch between Team and World again

Try with it ON and see if the issue goes away. Maybe having it OFF is causing this bug.

It's because it's a general setting for all comms. Initially text and voice were connected by "Rooms". We later separated the text and voice features, but there are some legacy stuff tying them together..
But I think having 2 separate options for each voice and text could be a bit confusing. If players are communicating with teammates via voice and then using world text at the same time, they can easily mix things up.

yea, i dont say it is a problem. In the entire way the voice chat isnt common to anyone use and except me anyone has the same problem yet, so its ok if this stay
