I confirmed that its not resets when reconnect / restart
But for another reason

Channel Arranging Resets after these steps

Adjust Channel Arrange

Logout

Go to "Local" & Create New Account

Skip Tutorial

U will be out go to the account u created again

Create a Game & Spawn yrself

End the Game & Logout

Go to Main Account from "Play Online" then yr Clan
Channels Arranging will be Reset

I wasnt knowing the reason before but i was creating Local accounts many times cuz its deleting every restart

I did these steps before i write the bug like 5 times and the bug is happened but Only at the first time so other 4 times not
So..
Maybe not every time u do these steps above u will get the bug cuz i tried it many times with many diff ways to be sure & the bug didnt happen again

The local accounts bug has already been fixed for next release. As for fixing the clan bug, we need steps that happens every time (90% or higher). If you can't reproduce it, it means you don't know what the bug is.

well maybe iam a bit sure about steps cuz i checked arranging before & after but the real reason maybe not
