The Pred was always a mid/long range sniper, not pure long range sniper. So we can do some tweaks to make it more mid range and save the long range stuff for the GD/Talon or the other snipers (there is a few).
Go to a x9 Zoom
Increase the Scope size a little bit (harder to hit far away targets)
Make the hipfire 30% better
Clean up recoil (not remove)
Reduce the camera shake
Current camera shake (not moving mouse in this clip)

If you read my whole suggestion the M82 Pred would be a mid range sniper, so other snipers would be better at long range and not good with stuff like this. Taking the popular guns from WTC and making the similar, is a must, if you want to bring old players back. Guns that people loved and then changed in RCF was part of the reason why people left

And this suggestion will essentially make it effective at all ranges, even against marksman rifles.

Let's just say balance and game design isn't done in a few arguments. A single change can have impacts that you may not have expected. The only sure way to balance weapons and their stats is through repeated testing and a lot of time playing.

You can still try to quick scope. But it only takes one good aim to kill while an assault can take up to one second even if completely unloaded the gun on you.

You're literally arguing into thin air, prices, coins, hp haven't been brought up once, we don't know how that will work, so its pointless to bring it up. You said yourself that RGS wants to make Premiums have the same stats as Non-premium guns, if that's the case then it debunks your entire argument, because whatever we tweak with the Pred will be copied onto multiple other guns.
I'm using WTC as an example because its proven, its been done, tested, its not my opinion, it just is. The WTC Pred was a popular gun because it worked well, people liked it, if your argument is that we shouldn't have guns people like to use then its a pretty poor one. If this game is ever to be popular it needs to take things that made other editions popular and expand on them.

You're asking for balance changes that are clearly not needed. Even if the stats are the same, paying for the m82 pred you are asking for will give you a broken sniper before you unlock the regular m82 if you haven't already unlocked it. How will lower level players compete with such a gun when they haven't even unlocked the non premium counterpart? Prices, coins, and hp was brought up. You just weren't there.

I think the main take away here is that we should try to unlearn some of the things from the old games. We're planning on a weapon customization system which will not work like anything before. These parts may have influence on weapon stats & balance. We do want to make the weapons as fair as we can. Paying players will not have better weapons (maybe they'll have access to things a bit quicker if they have honor prices).

That's short term thinking because a real OG would know that the ttk in RC2 was also very low. Even if you make other snipers the same, you are essentially making snipers the best weapon class in the game. Movement is also different so you can't even use that to get a upper hand.
