I recall a book from the Days of My Youth™️, The Nitpicker's Guide to Star Trek: The Next Generation. Among other nits picked by this author were more common things across TNG in general, including this very topic. He called this out as "Don't Give Picard A Straight Answer Syndrome".

The author's favorite case of this was in Skin of Evil, where, when asked by Picard what Riker was seeing down on the planet when Armus attacked, the second-in-command's thoroughly unhelpful response was "trouble".
