The issue is affecting all rust servers, it is an ongoing issue from the steam maitenance and only steam can resolve the issue.

-Some users are able to connect when a majority is unable to connect
-Restarting servers is only a temporary fix which allows some users to join
-For low pop servers the issue is more minor, once the server's pop increases it will cause all users to disconnect most of the time

The amount of maximum players that can join a server depends on the server performance. The biggest influence on the server performance is the amount of player placed entities; this includes bases, walls, etc. The more player placed entities there are on the map the less performant the server is. This means the longer into the wipe, the less people can join the server. If we were to ignore the server performance and increase slots, it means everyone will start lagging.
