Not 100% sure on the requirements but I believe it's not just given to anyone and requires a decent sized account. Idk if there's a specific follower requirements or if they just look at your account and decide overall but they can check it out when they're free

Hey, I got banned for cheating on suspicion, it has been over 3 weeks and I was told to appeal around this time because if my account hasn't been EAC banned by then, then its HIGHLY unlikely that I was actually cheating. I've been playing the game daily since my ban on rusticated on dozens of different servers and still haven't gotten EAC banned
