The amount of maximum players that can join a server depends on the server performance. The biggest influence on the server performance is the amount of player placed entities; this includes bases, walls, etc. The more player placed entities there are on the map the less performant the server is. This means the longer into the wipe, the less people can join the server. If we were to ignore the server performance and increase slots, it means everyone will start lagging.

We never say somebody is not cheating, because that is impossible to prove, but we only say we did not find enough evidence to currently ban them.
EAC has access to a players PC and can find cheats even if they are not active and do not show any behaviour indicative of cheating.
