The amount of maximum players that can join a server depends on the server performance. The biggest influence on the server performance is the amount of player placed entities; this includes bases, walls, etc. The more player placed entities there are on the map the less performant the server is. This means the longer into the wipe, the less people can join the server. If we were to ignore the server performance and increase slots, it means everyone will start lagging.

This would be expected but I just tested this as we speak and it looks like on Rusticated, any time I upgrade to "sheet metal" it results in green shipping container. Any time I upgrade to "shipping container" it results in green shipping container. If I upgrade to shipping container, paint it with a spray can from green to the selected color, it will paint the one I spray green but as soon as I upgrade another wall it stays green and won't apply the latest color.

We investigate the players to the fullest extent we can. This will not always result in a ban, because players do toggle their cheats or are inactive. EAC has other detection methods than we have and has access to a player's PC. We are not able to use invasive methods like that, so ESC will often ban players where we cannot proof they are cheating.
And we never say that somebody is not cheating, but only tht we were not able to find enough evidence to ban them.
