basically allows the OS to swap between stock and XMP speeds
no it's automatic
So when it's needed it can give more clockspeed and voltage to the RAM
and drop it back down when it's not

from what I have seen from intel specs and rumors the 12900k is a beefed up 10900k
they havent seemed to make any big efficiency leaps reguarding performance cores
the e core thing only applies to idle states

yes, the mobile intel chips should gain better battery life while sitting idle or doing light tasks
and ddr5's variable frequency should also give the next gen mobile processors a battery boost
