Honestly I can't. Most retailers aren't selling at the prices they should be, and when they DO, they're gone in minutes. The only place I've seen them go for lower prices in general is... well... ebay. But that's more of a risk, my seller was VERY transparent with me, sent me videos, and invoice and pics of everything in the box. Some people will have more of a take it or leave it attitude. Kinda sucks but that's the state of things atm.

If you really wanna play it safe, go for a retailer like overclockers or scan that offer pre orders on new shipments. They'll tell you the price upfront so you can choose to go for the cheaper models. If you are one of the lucky ones, you might get chosen to receive one when they get a new batch in.

Does eBay let you return items if it’s a scam

Some sellers can offer returns, but for most cases where its just some guy who bought it, didn't like it, and wants it gone, they probs won't offer returns (my guy didn't, but obviously he's offered me his warranty if things go ass up). However, ebay buyer protection is RIDICULOUSLY good these days. If you can provide any evidence that the product you receive does not match the description provided by the seller, ebay will cover as much of the cost as they possibly can. So if you buy one on ebay at a good price (and the seller says it works fine), bit later find out its busted, defective or flat out the wrong card (imagine getting a 9070, or a 7900 etc. Instead), ebay will usually have you covered.

Btw when I say "as much as they possibly can", I mean that they'll normally take home £20 or so as a "you're welcome" charge. Worth it tho. I actually did have someone attempt to rug pull the 9070XT I bought from them right after I paid them, and ebay immediately snagged it and got £650 back into my hands.
