that is because, as you can see, the psu is not mounted in a typical spot, it is where this case originally had a floppy drive, so the psu is held in by friction and tape. As are the drives. As is the motherboard. There is also tape lining the back panel to prevent shorting.
the case used to have a front panel, where you could see that the power cable went in the slot for floppy disks, but that has been lost at some time
is the original spot that hole above the cpu cooler?
yes, that was the typical way for these early cases, but they were desinged for smaller proprietry boards, so to fit a full size board in it goes up into that space
some angle grinding was required
