I'd bet money it's GPU coilwhine, TUF cards are notorious for it especially when they're brand new
My TUF XTX sounded like nails on a chalk board for the first 4 months then it slowly died off

GPU fans aren't even spinning, and I've stopped all case fans for a test too
It kinda sounds like it could be electrical arcing, I'll check the seating of all plugs in a bit
If none of that works, I'll try swapping out the Mobo

everything on your motherboard would've died if there was electrical arcing under it
