Yes

CPU Aios are better to use in exhaust so your gpu isn't getting blasted with hot air

I read somewhere AIOs are slightly better when intaking air

They are if you use a push pull config but the benefits are not good enough for the downside of giving the gpu hotter air

Push pull configs can also be applied in exhaust configurations.But most cases don't have the clearance for it

its not intaking hotter air its warming the air that passes through up as it cools the cpu down
