Okay, it's a ECS ELITEGROUP P4VXAD with likely 512MB of RAM, and a Pentinum 4.
Looks like a AGP SILURO MX200 32MB GRAPHICS CARD, and ISA 56k modem and ISA Ethernet network card.

This is was a custom build PC by my dad and has windows ME on it so ima change it to xp when I can
Might not be a bad idea to keep it 98/ME based those 423 processors were slower than equivalent Pentium 3s. For late 98/ME stuff though that should be plenty but mid-late XP games will struggle
Idk what your budget is for video cards but AGP 7200/7500/9000 Radeons of that era are pretty cheap. Just make sure you're getting the ones with the good RAM chips. If budget is no limit then nVidia is probably the way to go, though you could go the "weird" route in keeping with it being a 423 system (VooDooo 4x/5x, XGI Volari, Matrox Parhelia, SiS Xabre, etc.). Dual booting is also an option if you also want XP on there, which can be nice for web browsing and downloading purposes
