The vrm fan on the CPU? Yup. The newer artic liquid freezer 3 has a turbine looking vrm fan with their new design. I really dig it, at least compared to their ugly last gen aio. It's modular so you can take it out easily if it becomes defective and replace.

Yeah the vrm fan and aio pump on fixed speeds. Vrm fan at 60% pwm (like 1600rpm) and the pump at 70% while the radiator fans on a fan curves. Absolutely quiet, outside the GPU and case fans.
