Some people have open air builds for this very reason (partly)

I have a 12 year old shit rig that's barely staying alive, and I keep the side panel off otherwise the fans go crazy.

But for any PC that doesn't need it, I'd keep the panel on. I mean at that point if you really don't care about noise or dust, just get an open air case!
