13 fans is a little much for an air-cooled setup, especially because a lot of the air is likely exiting the case before it has any capacity to be useful, due to you putting intake fans immediately next to exhaust fans

There is no "best" amount, but there are plenty of setups like that that get away with using four or five fans. Personally, I would disable the top and rear exhaust fans and see if you don't get the same temps at lower noise

I don't really think the kinds of cases that allow you to mount fans to the bottom and motherboard tray really ever make sense for air cooled setups for this reason.

Usually you are just adding noise while circulating air through the case without touching any parts

Sure I guess, but the only place it would really make sense here is on the motherboard tray, and you are limited to 240 mm at that point
