partially because it looks weird (green small 4060 in a somewhat large case among other things)
and from a practical build standpoint its pretty bad

4 sticks of ram leaves you with a less clear upgrade path

I believe there’s other reasons too but that’s the only one I know of. 2x16 lets you get more ram later if you want

yeah funny story... i only had 2x8 originally, but then another person gave me another 2x8

What's stopping the OC from swapping out the 4x 8gb with 2x or 4x 16gb ddr4 in the future? Weird criticism if you'd ask me

Theoretically, nothing. It just means you’re completely tossing the 8 GB ram and essentially wasting that money

They got two ram sticks for free though so it’s not that big of a deal
