Cleaning would help, but hard to say otherwise without knowing the specs (it looks quite old)
I don’t know what musty, crusty, dusty CPU is under there, but I do know he has a GTX 1050 TI

OK so after 17 minutes of just trying to get TaskManager open I found out he has an Intel core i7 4790 and 8gb of ram
Something tells me he needs to come get pampered by that Ryzen 5 5600X treatment❤️
And also maybe a new motherboard

Most you could do there is max out the ram and throw in an ssd
case and psu may be reuseable but lots of recent parts are p power hungry and run hot
PSU and case are likely in a proprietary format since Dell
RAM looks like hynix 4Gbit AFR/BFR but that's like US$5-7/piece
Dell did have a span where they used standard(ish) parts and this looks old enough to fit in that span
