im assuming the random dangling fans are gonna be installed in the top of the case, but why install the PSU outside of the PSU shroud?

I do, but even then 2 PSUs isn't a great idea vs one very overkill PSU

No they’re not they are specifically to cool ram and motherboard vrm since they are the hottest components

Usually you take a single fan, often not even a 120mm, and thread two zip ties through the heat spreader on the DIMMs or through the DIMM clips. It can be easier if you extend the zip ties by doubling up to make them longer.
And then make one loop above the DIMM, and one loop below, each tie threaded through 2 holes on the fan
