They are exhaust but they aren't really doing much. The bottom three are intake. The top rad has 6 fans, three for intake and 3 for exhaust.
The side fans are really just for looks and some exhaust.

Though your setup is a little bit different so I might be wrong.

air is not that compressible
so rather feed it with side intake

From understanding when dealing with air, it's much harder to push air through a bunch of straws [radiator] than it is to suck air.
Think of a car. Radiator fans are behind the rad in an pull through position to pull in air as you drive for efficiency. So when having a push pull set up on a rad. The bottom create airflow towards the radiator while the top three pull air through for efficiency.
Thats why I have 6 on the rad. My Temps stay at like in the 30s for idle. The three sides are mainly for looks rather than do anything.
