Starter RNG Soul Silver

Im trying to rng a shiny cyndaquil in Soul silver rom on my modded dsi using the pokemonrng.com webtool but I cant seem to hit the frame without being offset on the advances or seconds.

I was able to get the tid/sid rng from im a blisys video but couldnt follow his movements. I was wondering if there is a way to more consistently hit through the webtool or of you can use eontimer&pokefinder instead as I have had more success with these in the past but i dont know which values to input to get the timer right.

Any advice would be appreciated.

im using an encrypted rom on a modded dsi so I dont know if that counts as retail or emu

im using twilight menu, bootstrap nds i think

ok you have 2 choice

1. export the save file -> rng on pc/emulator -> import back the save file

2. rng on dsi

1 is faster
2 is slower

both doable ofc
