#RNG result inconsistencies when hunting Enigma Stone Latios

I'm not getting a combination of PID, nature, IVs, and HP that should even be possible, based on what PokeFinder is telling me when I'm trying to find what frame I hit (no matches no matter how much i widen the advances search).

is this due to town NPC movement advancing the RNG? I'm waiting about as long as I can to exit the menu before starting the encounter...

is this why I barely see anyone talking about RNGing this encounter when I search about it? or is something else going on? I would think that even if the RNG is getting advanced by the NPCs that it would still show up when searched in PokeFinder.

I'm on the correct DesMuMe version (0.9.11 dev x86) but with a time/date locked to 2024-08-26 19:08:00 since I'd like a current date for the catch.
