#NPC Count for USUM Starter?

trying to rng a shiny starter litten in USUM using pokereader and the NPC Count says 4 no matter what. Shouldnt it say 1? What am I doing wrong?

The NPC count itself is def adjusting but it’s not getting to 1 at the last screen

It’s picking up all 3 starters and kukui I assume
