The Rework Doesn't Sound Like a Glitched Chest

It feels like a chest that gives quirks that are not related to the glitch theme the chest should withhold.

Also, having the blower quirk in the quirk pool of the glitch chest essentially makes the quirk just another rare quirk. The blower quirk isn't meant to be a once-a-month quirk. The quirk is supposed to be an event quirk.

Making the glitch quirks more worthwhile would be the more appropriate way to tackle this rework instead

Btw even if it gave region quirks thats still a waste of carbonite tbh

Your rework, in theory, turns a chest that could be a separate chest into a chest that is a region-based quirk farm.
(Farming for forgeable quirks such as drilling/flurry)
^ Even then, having a region-based gun crate could work, but the idea of that ruins the idea of making certain quirks region locked (But maybe that's just my opinion).

But yeah, the chest does need a rework or at least a buff, but I can't really agree with how your rework functions.

Imo the best course of action could be simply buffing, reworking, or adding new glitch/beta quirks that make them worthwhile and making the chance to get the higher by a bit.

It would be a waste of carbon if those quirks were to be given at a chance. But it would be too op if it were guaranteed a regional quirk with un-forgable quirks as well

it would be a waste since it would be easier and more cost effective to simply farm and get the regional/unforgable quirks and guns with said quirks from dives

plus if this were to give un-forgable regional quirks like saw and say railgun, that would make the balancing off and possibly conflict with the reason the devs made some quirks region locked and unforgable so that they dont combine with other op/useful region quirks and make a god gun

I mean, it's a relatively cool idea. Just that it's simply impractical and too big of a change for the gun balancing. Around the same category of op/broken as being able to easily remove quirks from a gun, whether it's a single one or multiple
