Why the Pale King was better than Radiance:

• PK uplifted many creatures in the region of Hallownest to higher thought just by existing, something that was overall seen as beneficial/symbiotic, as stated in the Elegy for Hallownest.
• He was not at fault for Radiance's Infection; the blame instead falls onto the Moths themselves as explicitly stated by Seer (whom calls her own tribe "fickle").
• No evidence suggests PK violently conquered any territory, instead it was either given to him or found by him.
• He acknowledged and respected the autonomy of other HBs/tribes: the Hive, a society who rejected his rule, was never interfered with by Hallownest; Greenpath, a biosphere created from the Higher Being Unn, was allowed to keep its territory and laws (as stated by a lore tablet). Even in the case of tribes who held no love for Hallownest, such as the Mantises, there was always some kind of symbiosis: in exchange for them defending Hallownest from Deepnest, Hallownest wouldn't interfere in their autonomy.
• Everything PK did (technology, transportation, teaching, etc) was for the common good of his people. This is explicitly stated in the Elegy for Hallownest.
• He allowed beings to leave the radius of his beacon and regress to basal instinct, even explicitly warning those who would do so of the consequences (as told by a lore tablet in the Howling Wastes).
• He gestated with, and gave a child to, a common beast (Herrah, Queen of Deepnest) as a bargain so that in exchange she would surrender her life to protect Hallownest, a kingdom who she otherwise would have never dealt with.
• He felt great shame & regret over his darkest act, the Vessel project, and would carry those feelings to his grave. The wager was, if the project worked, on a finite number of sacrifices for an infinite number of future generations.

As for why he had so many vessels, only two were able to reach the top out of so, so, so many. I think the safety in numbers was very much needed.
