Cults don't have a very rigid meaning beyond "small religious group dedicated to worshipping a single object or figure" but they are typically characterized by

  1. Manipulative behavior and control over its members
  2. Control of information within in the group and heavy propaganda
  3. A charismatic and charming leader, often but not always supposedly of divine origin
  4. Heavy discouragement of interaction with those outside the cult

Grimm Troupe isn't manipulative over its members and in fact they are all the same entity and consciousness. Grimm troupe also isn't indicated to control its members with propaganda and censorship of information, and there's no need to given the fact that... everyone in the troupe is the same entity...

Grimm is often viewed as charming and charismatic, but this isn't in an attempt to manipulate the members inside or outside the troupe in any way, and he is literally of divine origin zote

The troupe is quite friendly to outsiders and nothing suggests they discourage interaction with those outside of it (In fact the ritual itself involves the use of outsiders). Due to the troupes very nature as a travelling circus however, they don't linger in one place for long so that may impede their ability to interact with people. In anycase its also not an attempt to manipulate its members either.

All of this is also irrelevant given the fact that Elderbug isn't concerned with whether or not they are cult like, he insults them on the grounds that they are foreign.
