well if there was a discovered check wouldn't the king be in either a2 or b2? b2 if the bishop moved for the discovered check but that seems unlikely since taking the white bishop would be a pretty obvious move
so a2 makes more sense since it would be the rook to move for the discovered check

so on your first move you "dodge" that fate by moving two spaces, over the enemy's capturing square

whoever decided chess rules just decided that the pawn moving 2 spaces doesnt save it from being captured and allows the enemy pawn to capture you anyways in this specific scenario
