Alright so TC's development is like a merry-go-round that self perpetuates with new content. They add stuff without any reason (just because it's cool or fun), and then build up to it or down to it. Because of this I doubt TC would really be able to commit to a 12 month timeframe if they weren't already nearing the finish line. Think of it like a conscious decision to push a button and then the merry-go-round starts to slow.

They can say it'd be out in 12 months but then add something that blows up and delays the game further. HK's release date was 2 weeks in advance, and I really do believe that's how they operate. Basically, don't look at the 12 month space as a timeframe so much as it is a sign that they progressed to the next stage of development (finalized playtesting and bug fixing).
