Honestly I think Terraria does have quite a few flaws and a lot of that is because of how its updates worked. For example, I think that the reason that the melee class isn’t actually melee has a lot to do with the fact that they added wings as an endgame item in 1.1 and then patched most of the game to be afterwards.

nah, from what we know of TC's design process is that they make an enemy right after designing it. The thing is that while you might have a majority of enemies done for the game, you still have to develop... the rest of the game. You have areas, you have enemies. Now you gotta make items, pickups, collectibles, NPCs, dialogue, and then you have to rig it all up on the map and occasionally modify the map to fit them etc.
