You’re still thinking of TC as obligated to manage the fanbase, when their purposes for public outreach are to be focused on the outside of the fanbase.

TC claims what they want to claim about their design process, which is that they cut and produce content on the fly. Would you prefer to get teased with things that didn’t stay?

TC also made an intentional pivot from DLC to Sequel/prequel standalone game.
You can’t market DLC the same way as a sequel or vice versa. this is what 2019 was for TC. A pivot.

I don’t know why they don’t want to make a peep on the game, but that doesn’t necessarily matter either. Not showing off content midway through doesn’t matter - they’re going to market once they start the marketing cycle - which is what any self sufficient business does.
