The dlc's were not developed with the same cadence as the base HK . They had longer breaks between dlc's and worked on SS as well, so if you add up the dlc's to base HK's dev time it will give you much longer time period than it actually took.

I had some experience with game developments. To plan out a game would require to work on each section seperately: Main mechanics, maps, smaller bits and the debugging.

I considered that TC already finished with the main mechanics of the game and was working on maps and smaller bits. When it was revealed that they could might as well publish the game now, I assumed they were debugging the game. Debugging takes a long time and with the promise of a bigger world then Hallownests already massive map, I think the work got doubled in a way.
So I concluded that around late 2022 or early 2023 would be the best time to release the game.
Do mind that this is all speculation and shouldn't be taken as accurate.
