Actually yeah, I don't think TC is gonna answer that, I mean they want players who play Silksong first to be able to follow the story without playing HK first. I don't think there is a very solid continuity. Gameplay is probably the main reason.

I don't think that's quite right, they more said that once you get to the Citadel it's not the end yet. They said that then you have to "get to the top of the Citadel"

And the context in that paragraph is they were comparing it to another game where they said that throughout the game you have this presented goal to get somewhere, and then once you get there you still have a great experience there

I think that there won't really be areas beyond the Citadel (at least not vertically, progression-wise there might be areas you reach after the Citadel), but you will have to leave and revisit the Citadel to get through the entirety of it

So getting to the top of the Citadel is still the ultimate goal of the game
