Since hornet isn't a weaver but gained some weaver like silk because of her higher being blood, I have a theory that whoever runs the kingdom had some top notch silk that was the same as the weavers, but then started to loose their powers. So they ordered a kidnapping of the weavers to retrieve their silk. But then there's hornet, a half higher being. The ruler thought they might extract hornet's power for themselves, but then Hornet broke free. They realised they fucked up and now they need someone to kill hornet. But as we all know, that's not gonna happen.

And that's why the bell cult most is still evil but was good in the beginning.

Lace doesn't want the Citadel to reach this goal, so she frees hornet from the cage and later tries to kill her so that she will never reach the Citadel

that particular verse i think means that when [the kingdom] "awakens" (citizens see through the facade of the citadel), they will see the "beastly nature" of the kingdom, which is that it just exists to further the goals of the Citadel by using those below it
