i dont think so,there will definitely be quests that results in tools materials, or even full tools, but i think we'll have crafting meterials scattered acros the map like mask shards or vessels fragements in HK, with usally a little challenge before them, maybe depending on the tool complicity it could be a harder challenge than a mask shard, but usally i expect it to be a bit easier since a mask shard would be worth more than a crafting material
