They have, for balancing reasons. If every enemy—whatever their size and status—dealt one mask of damage, you could easily damage tank most of them.

Really it's a shame TC didn't do anything with the basic shield husks in HK, which there are only two of. They're easy to defeat, but much more with the same mentality of Silksong's enemy design. Even if they're weak and basic, they should still present engagement to the player. They should've switched most of the late game normal husks with them imo.
