ugh. Yeah this breaks any potential to choose what tools to bring for the bosses. In SS especially there is a bigger variety on what you can and should use depending on the cases over HK.
But also random pantheons bring more rng to the difficulty, and also are not as interesting to run.
If you want random pantheons there's the mod and they are pretty unintresting in HK.
