So here is the Geography:
The citadel pumped its waste through the Putrified Ducts outwards, hence polluting the Ducts, Bilewater and to some degree also Sinner's Road (formerly Greymoor/a part of it). The further right on the map you go, the less pollution there is. Hence the Pale Lake is far enough from the Citadel to remain unaffected.

Assuming Pharloom Bay isn't polluted and was part of the Citadel infastructure (Pilgrims travelling, resources shipping, etc.), it would most likely be connected via the Putrrified Ducts. There are also citadel statues and structures in Bilewater, so that too is an option. However Bilewater is already a very large area with its unique functions, while the Ducts are more of a sub-area.
Hence I believe the Pharloom Bay is most likely to be entered through one of the suspicious, but unbreakable, walls in the Ducts. Gameplay-wise it would also make sense. The Ducts are a late mid-game area for most players, especially around the time of exploring beyond the main quest (after completion of GMS ending).

Reaper is just badly balanced. If you could hit faster, the extra silk would essentially allow you to cycle the focus to the point of having infinite silk.
Instead you should get:
-Reaper focus increases the hit speed by 25%
-Normal (unfocused) attacks deal 115%–125% damage
-Needle Strike has increased range and gives 3 silk instead of the regular 1

Fusions:
-Druids eye/s give double the silk
-Barbed Bracelet increases the silk expelled by the focus by 33%

Therefore you should rate it based on platforming, where beast just sucks ass imo. Not because it isn't usable, but Reaper is inherently forgiving.
Objectively that means it is better, since if we were to base ratings off of players nothing would be good.
