I find the critical hit chance balanced and a fun powerup without making it too overpowered, yeah it's useful for TAS and RNG manipulation. But it still gives the crest a glow up that could sometimes help a ton sometimes that's far unique from other crests, you may argue other crest's passive abilities are better, but you can't deny the fact it's good sometimes for regular playthroughs that do not include TAS nor RNG manipulation, it may not be reliable, but it's something that isn't too bad nor too good. I fear all crests have pros and cons to balance each other out and one is simply not bad regardless and it only depends on self preference
