She didn't kill The Choir though, just regular choir bugs, which includes everyone in the citadel. Ballador is very obviously still alive, and so is his personalized army (the choir).
Besides the fact that Lace could likely neither reach the Choir without the shortcut, nor defeat it (she isn't necessarily that strong, though idk for certain), why would she even? These bugs are already being actively haunted, as seen when first entering the room.
And also, who is the second conductor she killed then?

If we assume it was his cloak and helm that the Unravelled took form in, perhaps the silk killed him in its rage. Since it's the last surgery conducted (not sure if in total or just for this guy), it can be assumed that something happened. Combine that with the fact that the Unravelled was locked away and there might be a simple answer:

During his (last) surgery, Mizello (and presumably the surgeon) where attacked and killed by the Unravelled (the entity of all raging silk within the choir bugs). In response, the other Surgeons locked the place up, entrusting the key with the surgeon we can find in-game. In an unspecified amount of time later, the Whiteward was locked up completely, the key being entrusted with the (now) corpse in Songclave. They likely moved as far away as they could from the place, dying from exhaustion or something along those lines.
