However this doesn't consider MANY variables:
-progression: you get pollip pouch quite early and easily, unlike most blue tools.
-playstyle: Pollip pouch is bad with plasmium and flintslate, however that isn't inherently a debuff for someone that doesn't use the two combined. Flintslate is used better in needle builds, whilst pollip pouch is used in range builds that consider damage over time
-tools shouldn't be rated by bossfights: sometimes there are just enemies that can be hard to get by, where (for me) it's an easy solution to deal damage over time with the straight pin. That also allows me to not waste all my pins and having some in reserve for later (Architect's crest isn't unlocked too early).
Conclusion: While there are many things in silksong that should be buffed/reworked (pollip, reaper, barbed bracelet, RR) pollip pouch still has its uses.
And remember, there is no such thing as "better blue tools to equip instead". If that is so, the argument is inherently bad. Would you use no tools at all just because you don't have the best tool? Logically no.
