Its not as bad as shaman stone but a flat 25% damage boost on the most damaging moves in the game is crazy with no downside. The only other flat 25% boost on needle comes with a massive downside so volt should too. I think the idea of the electrified silk being worse for healing because it zaps you would be a good balancing act. whether it nerfs your bind to 1 health or just 2 though im not sure, whats more in line with barbeds level of downside.
