Because that sets the rating to be stupid. If Cogwork Dancers were a better fight, how would you improve Signis & Gron? Following the logic of comparing them, they would have to become Cogwork Dancers to be equally good.
Each fight is mostly unique for this reason, unless it's an upgraded version (to which I will comment later). If everything would have to be Pure Vessel, to be a better fight, that wouldn't make any sense.
Upgraded fights are usually neither better nor worse, as they don't have the purpose of being another bossfight. They exist to have the boss at full potential, without raising the difficulty early on in the previous fight. Lost Lace isn't a refight by the way, since her attacks are both completely expanded on and new attacks are added. Lace 2 on the other hand is a perfectly done refight.

Summarized: You can't directly compare two unique bossfights, as they both serve individual purposes and are supposed to be different. Otherwise it would be the exact same damn fight.
