I pretty the reason she doesn't have all her abilities and skills from the start is because of the cage she was in at the beginning of silksong, which she said suppressed her abilities and drained her strength, so throughout the game when you find crests, silk skills, movement abilities (excluding the cloaks), and the needolin, Hornet is taking the strength from past Weavers and binding them to herself, regaining her ability to use those abilities.

TL;DR Hornet remembers her skills but was physically unable to use them until binding past strength to herself
