Make it's attacks deal 24-25 damage per hit on default, it makes no sense for it to be labeled as heavy strikes while dealing the same damage per hit as wanderer

The rating is just trash, there isn't any better way to put it. Belt gives you far more dps and even better i-frames, which is pretty much what you would want on Wanderers, Beast and Witch.
The dice on the other hand can be good, but only can. They aren't nearly as good as silkspeed anklets or the heavy belt, as their main use comes from getting hit often enough to have the luck of not being hit.
Putting barbed bracelet anywhere above B-tier is diabolical.

There are too many things wrong for me to point out every single one, but this is just far from objective. That I can say for sure.
