Hunter actually, since beast forces you to adapt to the pogo. Hunter can work at any range, and is a dash just as much as beast. The difference is, that the dash attack works far easier, as it is angled to work consistently without requiring a high skill ceiling.
Shaman has a great pogo too, though it is much slower and only accessible in Act3, hence not being usefull for most scenarios.
