I believe he felt regret. "No cost to great" implies that the vessels were of great cost, but he just really tried all he could to save his kingdom. He himself wasn't "pure" when he tried to be, for the sake of his kingdom. He doomed his plan, when he couldn't resist his feelings for the Hollow Knight. Had he been less emotionally attached, the Pure Vessel would be what is now the Hollow Knight.
