I think it depends both on skill and the specific enemy. Some enemies and bosses, it is not a good idea to heal beside them. Witch is not optimal there, but more of a challenge run.

i do not want them to unstagger earlier
the stagger length is perfect as is for me to land witch bind + warding bell and any slower will make it not possible at all, not to mention witch attack speed is slow neough 2 hits + bind wont be able to get off the entire bind, trust me ive tried it

i KNOW it will deal more damage and thats what i do against other bosses like karmelita and watcher at the edge but for certain bosses attacking before the bind makes it not possible to deal all 182 damage at all (again i have tried and failed countless times)
